What is citizenship by investment?

Citizenship by Investment is a government-defined route through which eligible applicants may seek citizenship by making a qualifying financial commitment and meeting the program’s requirements.

Broeck focuses on five programs, each with its own considerations:

Antigua & Barbuda

Dominica

Grenada

Saint Lucia

Vanuatu

The right choice is the one that fits your circumstances after a careful review — not simply the lowest starting figure.

Budget & fees

The headline investment is only part of the total cost. Looking at the full picture from the start helps you plan with confidence.

  • Qualifying investment or contribution required by the program
  • Government processing and application fees
  • Due diligence fees for the main applicant and each family member, which often vary by age
  • Passport issuance and professional service fees
  • Real estate transaction costs, such as stamp duty and transfer fees, if you choose the property route
  • Banking, escrow, and transfer charges

Fees are set by each government and can change, and the total depends on your family size and the investment route you choose.

Tip: Before committing to a program, get a full cost breakdown for your family.

Due diligence

Every applicant goes through background checks carried out on behalf of the government. These checks help protect the integrity of each program.

  • Identity and document verification
  • Review of the source of funds used for the investment
  • Criminal record and international database checks

Please note: being open and complete with your documents from the start helps avoid delays.

Family inclusion

Most programs allow you to include family members in the same application.

Who qualifies as a dependant differs from one program to another.

  • Spouse or partner
  • Children, often including adult children within an age limit
  • Parents or grandparents, depending on the program

Tip: if you have a larger family, compare how each program prices additional dependants.

The application journey

While each program has its own process, most applications follow a similar path from first conversation to passport.

  • Consultation — review your goals and choose a suitable program
  • Documents — gather and prepare the required paperwork
  • Submission — the application is filed with the government
  • Review — due diligence and assessment by the authorities
  • Approval — complete the investment and receive your passport

Travel access

Each passport offers visa-free or visa-on-arrival access to a different number of destinations.

Travel access is a common reason clients choose one program over another.

  • Think about where you and your family travel most often
  • Visa policies can change, so always check the latest rules before travelling

Please note: travel access should be one factor in your decision, alongside cost, timing and family needs.

Before choosing a route

Six questions to answer before you choose a program.

Answer these first
  1. 01

What do you want a second citizenship to do for you?

Write down the practical problem you want citizenship to solve. Easier short visits, family optionality and a longer-term nationality plan are different objectives. A passport does not automatically create residence, work rights or a new tax position in other countries.

Your next stepList your three most important destinations and the purpose of travel to each.
  2. 02

What will the whole process really cost?

A published “from” contribution is only one part of the budget. Government charges, due-diligence fees, professional fees, document certification and family composition may affect the total. Compare quotes using the same household and route assumptions.

Your next stepRequest an itemised estimate. Ask which amounts are payable at each stage and which may not be recoverable.
  3. 03

Can you clearly show who you are and where your funds come from?

Expect questions about identity, background and the origin of funds. Information must be accurate and supported by appropriate records. Inconsistencies or incomplete evidence can lead to requests for clarification, delays or an unsuccessful application.

Your next stepDiscuss complexity early. Do not send sensitive records through an initial enquiry form.
  4. 04

Who in your family should be included?

Who can be included depends on current program rules, age, relationship and dependency conditions. Do not assume that every relative is eligible or that adding family later has the same cost. Consider each person’s documentation and existing nationality rules.

Your next stepPrepare a household outline with relationships and ages for your private consultation.
  5. 05

How long can you realistically wait?

Preparation time is separate from government processing. Document availability, authority requests and changing requirements can affect the schedule. Existing site estimates are planning indicators, not deadlines. Avoid making irreversible travel or financial commitments around them.

Your next stepAsk what the quoted timeframe includes, and plan for uncertainty.
  6. 06

Where do you actually need to travel?

Visa-free, visa-on-arrival and electronic authorisation are different entry arrangements. Destination counts may group these together and can change. Check the current official rules for your nationality, travel purpose and length of stay before booking.

Your next stepConfirm the rules for the specific trip, rather than relying on a destination total.

From enquiry to decision

How the process usually unfolds.

Exact stages and payment requirements vary by program and route. Your advisor confirms the sequence for your case.

  1. 01

Start with the purpose, not the passport

Write down the practical problem you want citizenship to solve. Easier short visits, family optionality and a longer-term nationality plan are different objectives. A passport does not automatically create residence, work rights or a new tax position in other countries.

List your three most important destinations and the purpose of travel to each.
  2. 02

    Compare the full commitment

A published “from” contribution is only one part of the budget. Government charges, due-diligence fees, professional fees, document certification and family composition may affect the total. Compare quotes using the same household and route assumptions.

Request an itemised estimate. Ask which amounts are payable at each stage and which may not be recoverable.
  3. 03

    Prepare for due diligence

Expect questions about identity, background and the origin of funds. Information must be accurate and supported by appropriate records. Inconsistencies or incomplete evidence can lead to requests for clarification, delays or an unsuccessful application.

Discuss complexity early. Do not send sensitive records through an initial enquiry form.
  4. 04

    Plan as a family

Who can be included depends on current program rules, age, relationship and dependency conditions. Do not assume that every relative is eligible or that adding family later has the same cost. Consider each person’s documentation and existing nationality rules.

Prepare a household outline with relationships and ages for your private consultation.
  5. 05

    Build a realistic timeline

Preparation time is separate from government processing. Document availability, authority requests and changing requirements can affect the schedule. Existing site estimates are planning indicators, not deadlines. Avoid making irreversible travel or financial commitments around them.

Ask what the quoted timeframe includes, and plan for uncertainty.
Before You Begin

Citizenship is not a universal permission.

Open passport with stamps

Travel is conditional

Entry depends on current destination rules and border decisions. A destination count is not an unrestricted right to visit, work or settle.

Tax is a separate question

Citizenship and tax residence are not interchangeable. Seek individual tax advice before relying on any assumed financial consequence.

Documents with a checked stamp

Approval is never assured

Authorities assess eligibility and due diligence independently. No advisor can promise approval or a guaranteed completion date.

Citizenship You Apply For, Not One You're Born Into

You didn’t choose the citizenship you were born with. Citizenship by Investment is the one part of your nationality you actually get to decide which country, and on what terms.

It works through a qualifying investment, a government fund contribution, or another route the country defines. In exchange, you receive full citizenship, not just residency or a visa, held alongside your own in most cases.

The process is simpler than most expect: your application goes through the country’s official Citizenship by Investment Unit, along with the mandatory background check every applicant completes. No relocation, no language exam.

And because approval sits with the government, not with us, the outcome comes down to your eligibility  not promises from whoever’s helping you apply.

Freedom of Movement, Built Into Your Family's Name

A second passport isn’t just yours. In most of the programs we advise on, your spouse and dependent children are included in the same application, and in several, your parents can be added too.

One decision extends real, legal mobility to your entire household: visa-free or visa-on-arrival travel across a wide range of countries and the right for your family to hold assets and open accounts where it matters.

Your children carry that citizenship for life, not just while they’re dependents, and none of it requires relocating.

What changes is optionality. If circumstances at home shift, your family already belongs somewhere else, instead of starting from scratch.

FAQ

Citizenship by Investment (CBI) is a legal pathway that allows individuals and their families to obtain a second citizenship through a qualifying investment  such as a contribution to a government fund, a real estate purchase, or an approved business investment. Our role is to guide you through selecting the right programme and managing the process from start to finish.

Processing time depends on the programme and how complete your application is. Most Citizenship by Investment programmes we advise on are typically completed within 6 to 12 months, subject to government due diligence and approval. Your advisor will give you a realistic timeline specific to your chosen programme before you begin.

Governments use these funds to strengthen their economy and support national development, while offering a legal, regulated pathway to citizenship for qualifying investors. Contributions typically support:

  • Infrastructure
  • Healthcare and education
  • Economic growth projects

The best option depends on your goals, budget, and timeline. At Broeck Citizenship, we advise on:

  • Antigua & Barbuda: Best for families and strong global mobility
  • Saint Lucia: Best for flexible investment options
  • Dominica: Best for speed  one of the fastest processing timelines available
  • Grenada: Best for broad visa-free access, including the UK and Schengen Area
  • Vanuatu: One of the fastest and simplest processes overall

We’ll help you compare these based on your specific priorities during your consultation

Yes, the entire process can be completed remotely with guidance from our team. [Insert accurate designation  e.g., “As a registered agent for these programmes”], we guide you securely through every step, from document preparation to final approval.

Due diligence is a thorough background check conducted by the government to verify each applicant’s identity, criminal record, and source of funds. It’s a standard part of every reputable programme  and one of the reasons second citizenship through investment carries real legal weight.

Enhanced Global Mobility

  • Travel freely with visa-free or visa-on-arrival access to 96 – 150+ destinations depending on your chosen programme, saving time and avoiding lengthy visa applications.
