Eligibility assessment

Honorary Citizenship under the Vanuatu Development Support Program (DSP)

Applicants seeking citizenship through the Vanuatu Development Support Program (DSP) must meet the eligibility and legal requirements established under Vanuatu’s citizenship framework and the applicable economic rehabilitation provisions.

Eligible applicants are assessed through the prescribed DSP application process, including the required due diligence, supporting documentation, and government review.

Eligible dependent children may be included in an application, subject to the applicable requirements under Vanuatu law.

Gather all required documents as per the checklist of each application form

Each application form has a checklist which requires certain documentation that must be submitted together with your completed form.

Providing all of the required documentation will enable us to process your application promptly.

Complete and lodge your application

Complete the application form and submit all required documents.

Pay the application fee when you submit your application. The government will then begin reviewing your documents.

Examination of your application by responsible officers

Your application will then be perused by the responsible Officers and forwarded to the Compliance Officer for a second examination to ensure that you:

• are eligible to become a citizen.
• completed your application form correctly and
• provided all required valid documents as per the checklist.

Assessment of your application by the Citizenship Internal Screening Committee

Your completed application form, along with all required documentation, will then be forwarded to the Citizenship Internal Screening Committee for further review to ensure that you meet all requirements before proceeding to the next stage of the process.

Consideration and approval of your application by the Citizenship Commission

If the Internal Screening Committee is satisfied with your application, it will then forward it to the Citizenship Commission, which is the body responsible for approving citizenship applications. Hence, the approval of your application rests with the Commission.

Letter concerning the decision of the Commission

One week after the Commission’s meeting, you shall receive a letter from the Secretary General of the Citizenship Office concerning the decision of the Commission on your application.

Upon being informed that the Commission has approved your application, you shall also be advised on the final requirements prior to the issuance of your citizenship certificate, such as:

• Completion of an oath
• Providing the correct spelling of your name to be printed on the certificate; and
• Payment of the Citizenship Fee

Completion of an oath

Upon approval, applicants are required to complete the Oath of Allegiance in accordance with Vanuatu’s citizenship requirements.

Where permitted, the oath may be administered through an authorised Vanuatu diplomatic or consular office, including the Vanuatu High Commission/representative office in Dubai, subject to current procedures and authorisation.

Passport issuance & delivery

Following approval and completion of the required citizenship formalities, the applicant’s Vanuatu passport is issued.

Once ready, the passport can be arranged for secure delivery to the applicant’s designated address, subject to the applicable procedures.
